How to read the number
- The budget is spent in confirmed windows. A quarter at 99.925% gross means 97 minutes of measured downtime across 131,040 minutes; the sample SLA report walks through exactly that math.
- Boundaries decide everything. A window that starts at the quorum confirmation and ends at confirmed recovery is defensible; a window rounded to minutes is not. That is why Perstat floors availability and keeps real boundaries.
- Announced maintenance should not spend the budget. Announced windows are excluded on their real boundaries and stay visible on the record, never silently.
